For iOS devices, you can easily create a Notification (simple notification) and customize the right button label and action (what happens when the mobile user taps on the button). 

Note: although Apple will accept up to 256 characters for the Simple Push, approximately 110-115 characters will be displayed, depending on the width of the letters (ie. AA vs ii). 

You can set up the Notification so that if the mobile user taps on the right button, then a Rich Notification is displayed on the device screen.
